Ukraine has regained full access to the high-speed communication capabilities of the Starlink and Starshield satellite systems. President Volodymyr Zelenskyy announced the restoration in a video address delivered on the morning of October 24, 2026.

In the statement, Zelenskyy expressed gratitude to those who assisted in resolving the technical issues. He confirmed that both systems are now operating at the speeds they were designed to achieve before the recent restrictions were placed on them. The president emphasized that the current performance levels meet the specific requirements needed for active military operations.

The recovery process began overnight, with speeds gradually increasing until they reached the necessary threshold by the start of the day. Zelenskyy highlighted the critical nature of this development for frontline logistics. He noted that stable, high-speed connections are essential for coordinating movements and for the defense against jet-powered Shahed drones.

Prior to the official announcement, data from Ukraine’s defense forces and Ministry of Defence experts indicated that the systems were already functioning at speeds exceeding 161 km/h. The Ministry of Defence subsequently issued an official confirmation of the status. Their report stated that they were registering speeds above 400 km/h and that the connection remained stable.

This resolution follows a period of significant disruption for Ukrainian forces. Just days before the announcement, Zelenskyy had reported that equipment in several sectors along the line of contact was limited to speeds between 130 and 161 km/h. He explained that this reduction interfered with supply chains and restricted the army's ability to deploy and control drones effectively.

The technical limitations also sparked a political debate regarding the source of the restrictions. On October 16, US President Donald Trump stated that the White House was not involved in limiting Ukraine's use of the satellite systems. His comments added a layer of diplomatic context to the operational challenges faced by Ukrainian troops.

Separately, The Telegraph reported that SpaceX CEO Elon Musk had discussed the possibility of restricting bandwidth with President Trump. According to the report, Musk proposed limiting the data capacity of the Starlink and Starshield networks used by the Ukrainian military. This development has drawn attention to the relationship between private tech infrastructure and national defense strategies.

The restoration of full speeds marks a significant step back to normalcy for Ukrainian communications. With the systems now performing at their pre-restriction levels, the focus shifts back to the operational benefits for the ongoing conflict. The stability of these connections is viewed as a vital component of modern warfare and logistical support.
